Tseung Kwan O Desalination Plant

Previous Studies

Two studies were completed in 2002 and 2007 on the development of desalination facilities in Hong Kong under the following consultancy agreements respectively, namely:

  • CE 71/2000 (WS) “Feasibility Study on development of Desalination Facilities in Hong Kong”
  • CE 97/2002 (WS) “Pilot Plant Study on Development of Desalination Facilities in Hong Kong – Investigation”

These studies confirmed the technical feasibility of seawater desalination using reverse osmosis under local conditions for producing potable water complying with the World Health Organization guidelines for drinking water quality. A subsequent review with reference to the findings of the pilot study recommended that Tseung Kwan O (TKO) Area 137 might be a suitable location for the proposed desalination plant.

In December 2012, we engaged B&V under a consultancy agreement, namely CE 21/2012 (WS) “Desalination Plant at Tseung Kwan O – Feasibility Study” to conduct a planning and investigation study for the proposed desalination plant in TKO Area 137. The study scope comprised detailed investigation of the feasibility and cost-effectiveness, preliminary design, formulation of the implementation strategy and programme, and impact assessments for the proposed desalination plant. The study results of treated water quality objectives, seawater quality sampling and ground investigation can be referred to the Market Sounding Document under "Market Sounding > Invitation to Respond".
